How do I fix my magnavox tv when a red lock appears with a blue back ground and my remote is not responding? - red tv console table

I bought a Magnavox TV from Kmart. The TV works fine, but I see when I turn it on is a strand of red and a blue background and the remote does not respond. All my control left me to do to turn the TV on or off. No idea how resolve this problem, makes me mad. Thank you to everyone
